Abstract

"It is unwise to change the fundamental law of the State or the Nation at the mere call of expediency. Such laws ought to be made and continued as permanent as humanly possible, for they are nothing less than rules of right, and changes in them ought to require time and deliberation... As long as the Constitution can be preserved, liberty cannot be lost."
