Abstract

"The first official notice that the provisional Government of Oregon would attempt to furnish its citizens with mail service is found in the Organic Law of Oregon adopted by the people July 26, 1845… The law provided for a post office department, and a postmaster general who was to be elected by the House of Representatives."
