"The nature of the book is well expressed in its title, but it may be further explained by the headings of the six chapters as follows: 'Collecting, Banking, Remitting, and Distributing the Revenue,' 'First Charges on the Revenue,' 'Foreign Loans Secured on the Revenue,' 'The Boxer Indemnity,' 'National Loans Secured on Cancelled Indemnities,' 'Disposal of the Customs Surplus.' Out of the statistics emerges an optimistic note for the welfare and advancement of the Chinese people."
